Position: Public Policy Manager
Reports: Public Policy Director
Location: This position is based in GLSEN's Washington, D.C. office
Objectives:
The Public Policy Manager will play the lead role in developing and implementing GLSEN's national, state-policy program, lead public education efforts on existing GLSEN concerns; and support the development of new areas of policy work within GLSEN's strategic framework.
Responsibilities:
- Provide leadership, program development, and program management to assure that GLSEN has a long-range state advocacy and policy plan to achieve its strategic goals and objectives.
- Research and analyze complex policy issues, draft possible solutions and recommend various state public policy actions regarding LGBT youth in K-12 education.
- Evaluate the effectiveness of existing LGBT state government policies and programs and work to help develop innovative and successful implementation strategies with government agencies and non-profit partners in key states.
- Develop and manage strategic relationships with community organizations, policy makers, government agencies, and non-profit institutions, such as the Equality Federation, on behalf of GLSEN.
- Work with research and communication departments to develop and disseminate issue briefs/white papers on various state LGBT/Education policy issues.
- Provide technical assistance to state-based constituents on passage of state and local safe schools legislation. Specific assistance may include development of model policies, advice on lobbying and legislative outreach, coalition building, and training activities.
- Monitor state-level legislation via Statescape or other legislative tracking tools.
- Develop, publish and monitor state and local action alerts.
- Work with other GLSEN departments on cross-departmental projects such as resource development, trainings, etc.
- Work with other GLSEN team members to build effective communication strategies and strong constituency engagement plans to raise public awareness to bring GLSEN's current concerns to larger audiences.
- Represent GLSEN at necessary public events; panels, workshops and conferences; and government gatherings as needed.
- Play a leadership role in the development of new areas of work for GLSEN and help plan and manage annual public policy work plan.
- Other duties as assigned.
Background and Experience:
- Minimum BS/BA in political science, public policy, governmental affairs or related fields. Advanced degree or law degree preferred.
- Three to five years of experience in policy or legislative work preferred.
- Experience developing and implementing local or state legislative campaigns or similar advocacy efforts.
- Knowledge of the operations and procedures of local and state governments and state legislatures.
- Experience in program development and program management.
- Demonstrated experience with or commitment to work in diverse communities.
- Ability to manage and prioritize multiple tasks/issues.
- Self-directed, with ability to work independently and collaboratively within teams.
- Excellent written and oral communications skills.
- Experience in workshop facilitation, public speaking and the training of others a plus.
- Fluent with various computer software programs and social media.
- Willingness to travel as required.
